The first things you should do is find a decent camera, most shoot HD video now, and take some photography classes. If you have a library near you, can find plenty of books to help with lighting and other things, too.

For models, Craigslist is a good place to start. It shouldn't be too hard to find women willing to let you practice shooting them clothed for a reasonable price. Just meet them in a public place so they feel safe. For indoor shoots, let them bring a friend along with them.

You will also want to find someone to do hair and make-up. If you are lucky, some Craigslist chick might be able to help you out there, too.
