When trying to download off rapidshare it says my ip address is already downloading a file and to wait until it is finished. It was working earlier today, and i am not downloading anything currently. help help

Okay try the second option I suggested: switch off your computer. Then unplug the modem/router from the power source, and leave it off for a minute or so. Plug the router back in and re-connect it to the computer, switch the computer back on and try to download again.

When you switch off the modem/router, you force it to reconnect to your ISP and the IP address should change – unless, as I said before, you have a fixed IP address, which isn't likely.

If that doesn't work, I don't know what else to suggest.
