If you get a warning or not depends on the cooperation between your local ISP and the national police, national police and Interpool.
The page displayed is coming from the ISP but the blocked IP, domain name is supplied by the police who are the recordkeepers.
In theory they should update that info thrue Interpool so every participating country should block the same sites.
As soon as one site is reported and added in one country it should be distributed across the network to all other countrys.
