I read throught the restricted and prohibited lists a dozen times now and i don't see BestTeens.com in them anywhere. So, by default does that mean it's allowed?
And can someone please explain how it is possable to have a "prohibited sites list to expire" section

You're right.
BestTeens is allowed.
As long as the material of a site is not against the rules (e.g. rule no.1) it is allowed by default.
Some sites are banned, because the are/were sponsor of the board. After the sponsorship expired, the ban (after a waiting period) expires as well (e.g. 1passforallsites).
