Sorry bout that. It's a tough one to even hazard a guess.
The answer is Woody Allen and the movie is September, which is not one of his most renowned productions.
He filmed the entire movie and then was unhappy with the way it turned out. So he recast the whole thing and shot it again. According to Mia Farrow, even after the second run through he felt it still didn't match his expectations and was up for filming it a third time, but was convince to just let it go.
The real clue is that he brought it in under budget. Allen is apparently famous for never busting his budget. Of course that's probably because every actor works for him for scale just for the kudos of working for Woody Allen, he seldom if ever uses special effects and tends to shoot fast, like Clint Eastwood (that wasn't meant to be a joke BTW. Eastwood always does like two takes and if you haven't nailed it he just moves on anyway. LOL)
And with regards Cleopatra... Someone should write a book about the filming of that movie. It would make for a GREAT read.
